HCCL Key Rules for Spring 2019 - Changes

Key Rules for Spring 2019 have been published. Here are the key changes:
  1. Penalties have been updated. Missing an umpiring costs a team 2 points and $50 during league stage. Missing a playoffs umpiring costs the team $100. If the team is still in playoffs, it will be disqualified as always
  2. Player eligibility for playoffs: The number of appearances required by a player will be tiered based on the actual number of games played by a team (games played will not count washed out games or forfeited games):
    1. >=5 : Minimum 2 appearance
    2. <5 : Minimum 1 appearance 
  3. Mankading: The bowler is permitted, until the ball is released, to attempt to run out the non-striker. The part in bold is the key change and a slight deviation from MCC law 41.16.1 that states 'when the bowler would normally have been expected to release the ball'. Following the Ashwin-Butler incident in IPL 2019 and the confusion surrounding the interpretation of the MCC law, HCCL has opted to change the rule to state 'until the ball is released'.
For Umpires
Umpiring positions:
  • If only one neutral umpire is available, the other umpire will stand in as leg umpire through the game.
  • If there is only one panel umpire, then that umpire will stand in as the main umpire through the game. The other umpire, neutral or not, will serve as the leg umpire
  • If both umpires are panel umpires or non-panel neutral umpires, then the umpires should switch ends after no more than 4 overs. Ideally, they should switch ends after each over
