By-Laws
 

1.    Only Bangladeshi Tri-State origin teams can participate. Any Bangladeshi player can participate. Out of Tri-State rules apply.


2.    Every team must be available to play in both morning and afternoon games - whichever is scheduled.


3.    All the games will be on 20 overs format, and each side will have 1 hour and 15 minutes to finish their inning.


4.    A team must have at least 7 players present at the ground wearing proper jerseys before the toss. If for any reason a team has less than 7 players present at the ground, umpire will not call the teams for toss.


5.    Players list and umpire fee must be given to the umpires before the toss.


6.    One over will be deducted for every 5 minutes late. If both teams are late then umpire will reduce over(s) for the game based on the actual start time of the game.


7.    Players must wear proper jerseys. Any previous team jerseys can be used. Captain and the questioned individual will be liable for failure to wear proper jerseys. No white shirts are allowed.


8.    A team can register up to eighteen players maximum until the set deadline. Three outside of Tri-State players are allowed in a squad, and in an ongoing game.


9.    A player outside of the Tri-State area will have to play at least 50% of all league matches in order to be eligible to take part in the Playoffs. A player within the Tri-state area will have to play at least one match in order to be eligible to take part in the Playoffs. Rain affected/unfinished games will not be counted towards the required matches.


10.  During the first six overs of powerplay, only 2 players can field outside the circle. After the powerplay, 5 players can field outside of the circle.


11.  If the fielding side has 10 players, then only ONE player can stay outside of the circle during powerplay. If the fielding team has 9-7 players present, then NO player can be outside of the circle during powerplay.


12.  Restriction on delays of Best XI players being present in the ground -

          12.1  - Team Fielding first: a Best XI player is eligible to bowl if he arrives within the first 4 overs of the inning. Otherwise, he has to wait until the number of overs that have lapsed (in addition) before coming on to bowl. For example: If a Best XI player comes into field during 4.5 overs, in order to bowl he has to wait until 10 overs are completed. He can bowl from the 11th over.

          12.2  - In the case of a Best XI player not taking the field throughout the 20 overs while fielding, that player is not eligible to participate in that game any further. In other words, he is not allowed to bat while chasing. The substitute is also not allowed to bat either.

          12.3  - Team Batting first: a Best XI player coming late is not affected in his team batting line up. However, if he is late and does not show up at the fall of the 9th wicket, that should be the end of the team batting inning.

          12.4  - The late player can still take the field while defending the target.


13.  During an ongoing game, umpire decisions are final. Both teams have to resume the game within 5 minutes. If game doesn’t resume within 5 minutes, umpire will take action as necessary on field for any delay.


14.  After investigation, if any player is found misbehaving with umpires -

          14.1- First offense: player will be suspended for next immediate match (Including Playoffs) if found guilty. 1st game of next season if found guilty in a Final.

          14.2- Second offense: the same player will be suspended for the whole season if found guilty again.


15.  Same offense will apply towards any individual outside of the game who is directly or indirectly involved in provocation or encouragement of any wrongdoing, and is found guilty.


16.  After investigation, if any player is found guilty of physical altercation in the vicinity during an ongoing game, the team involved has to pay a fine of $200, and the player will be suspended for upcoming match/matches. If a team fails to make the payment, the team will not be allowed to participate in the next immediate game, conceding the 2 points. The captain will also be suspended along with accused player.


17.  If a player has a second offense of physical altercation, the team involved has to pay a fine of $400, and the player will be suspended for the whole tournament. Failure to make the payment will result in the team conceding 2 points in their next immediate game. No refund of the entry fee will be issued.


18.  Rainout and delayed games will be posted on our Tech Partner NYBCL’s Facebook page, as well as the WhatsApp group. Also, league management will decide how many overs the game will be if the fields are in playable condition.


19.  If weather/darkness interrupts an ongoing game, each inning needs to have at least 50% of the allocated overs completed in order to have a game result, and consider the match as completed. Run Rate (RR) of each team will be calculated for the amount of overs played (at least 50%) to decide a winner. In case of any inning not being able to complete 50% of the allocated overs, the game will have to be rescheduled from ball one.


20.  There will be Reserve Day for all the games in case of any other unforeseen circumstances that cause the games to be unfinished, where and if weather/darkness rule doesn’t apply.


21.  Each team must do their own scoring through paper and digital live scorecard. Both team scorers must take pictures of the scorecard after the game, and ensure everything is accurate. Any dispute must be addressed in the field before leaving the ground. No actions can be taken once teams leave the field. In very rare cases we will manually validate scores based on evidence if any issues cannot be solved in the field.


22.  If two teams have equal points, league management will decide which team progresses to the next round by calculating Net Run Rate (NRR).


23.  Absolutely NO chucking or ball tampering allowed. First offense will be a warning, and second offense will result in a ban from bowling during the tournament as per umpire’s observation.


24.  Only team manager and captain have the authority to protest about any matters, BUT only after the game; ongoing game must continue. For crucial matters related to an ongoing game, captain can walk into the field ONLY with umpire’s permission. Any other player besides the captain to walk into the field will receive severe warning, which will affect his eligibility for the following game.


25.  If any team gives walkover, they must notify the league management on the week by Thursday 5PM. Failure to do so will result in suspension of the whole team in the next available match.


26.  In the case of a Walkover, the loser team (No Show) will concede 2 points to the winning team, and the following rule will apply for Net Run Rate purpose:

          26.1 – Loser Team Runs Scored: 0 from 20 overs (or Assigned over for the match)

                  – Loser Team Runs Conceded: 0 from 0 overs.

          26.2 – Winner Team Runs Scored: 0 from 0 overs.

                  – Winner Team Runs Conceded: 0 from 0 overs.

 (ICC strictly follows this rule. League management will manually calculate the NRR using this rule for the Walkover affected teams.)


27.  If any team quits or gives up in the middle of the tournament, the team will not be allowed to join the tournament the following season, except in circumstances where the league decides a probable valid cause.


28.  In the case of a team quitting mid-tournament, all the teams in that group will be awarded with 2 points, AND, all runs scored will be taken away from the teams that already played against the quitting team in previous fixtures.


29.  If league finds out any team playing unregistered player/foreign player, that player will be banned for the whole tournament, and the captain will be suspended for the next immediate match (Including Playoffs).


30.  If a ball hits a tree/branch and the base of the tree is located inside the boundary, the ball is deemed a legal delivery, and the batsmen should continue running to achieve the runs.


31.  If a ball hits the tree/branch and the base of the tree is located outside the boundary, the ball is deemed a legal delivery, and should be awarded as six or four runs depending on how it reaches there.


32.  Catching from a rebound off the tree/branch is deemed Not Out.


33.  Any team or individual found guilty of destroying any league property or equipment such as matting, stumps, etc. will be prosecuted with the fullest extent of the law.

35. NYBT20 will follow its own rules, in addition to any other general cricketing laws set forth by the ICC.


36.  NYBT20 holds the right to reconstitute the league’s rules and regulations through amendments at any time to form its best shape, as per tournament management decisions.


37. NYBT20 does not take any responsilibity of any individual's health and well being during this pandemic. Everyone must follow the general CDC guidelines and New York City guidelines to take appropriate measurements during the length of this tournament.
