FWCWL 2019 - 20 Constitution
                                      CONSTITUTION
 
Constitution resulting from the league founding in December 2006, amended at subsequent annual meetings thereafter, and further amended and accepted by all those present at the league meeting held on the 24th August 2019 for the 2019-2020 season. 
 
 
LEAGUE STRUCTURE AND RESPONSIBILITIES: 
 
Board and Disciplinary Committee: 
 
The league board shall consist of a President, a Secretary, and a Treasurer, all elected for two-year term at the annual league meeting to be held before the start of each season. The board shall be responsible for all matters concerning match scheduling, player eligibility, results, dispute resolution, trophy determination, and discipline, strictly in accordance with the provisions of this constitution. 
 
In addition to the league board, there shall be a two-member contact committee, which exists to hear any dispute, complaint, or concern with regard to any matter raised by any member club. The contact committee shall only determine if such dispute, complaint, or concern is warranted, and if so shall then forward the matter to any or all members of the league board for resolution. This committee is to be elected to two-year terms which co-inside with board elections. 
 
Umpires: 
 
The President shall be responsible for the scheduling of Umpires for all league matches. The president may delegate this duty to any person he feels qualified but maintains the authority to make the final decision with regard to all matters of umpire scheduling. 
 
When so directed by any umpire, the president shall appoint a disciplinary committee of three members, each one from a different club, to decide matters of disciplinary action to be taken against any player whom said umpire feels such action is warranted. When convening for such purpose, the committee members shall hear, as a minimum, the testimony of the umpires present, and each captain. Disciplinary committee may also contact any person present during the incident in question. The above procedure pertains only to matters of discipline. Matters of match dispute are to be resolved by the board alone. League umpires may circumvent the contact committee and contact board members directly. 
 
The league shall, whenever possible, provide one official umpire for every regular season match. Such league appointed umpire shall receive Sixty dollars from each team prior to the start of the game. Whenever such umpire is not available, umpire appointment shall be the responsibility of the two captains and is a matter for them to decide and agree upon. After such appointment, the umpire’s decision is final. Ruling and square-leg umpires for the finals shall be provided by the league at the expense of the league.  
 
Club Registration, Insurance and Match Balls:  
 
The league shall provide enough balls for every scheduled league match for the season as well as Quarter-Finals, Semi-finals and final. Additional balls may be purchased on behalf of any member club who desires, at cost, whenever balls are to be purchased for the league. 
Each member club must register with the league no later than such date decided upon at the league meeting held in advance of the season commencement. Late entries may not be accepted.  Registration consists of: 
 
  • Full payment of the league dues agreed upon at said league meeting (450 USD). 
  • Team Roster up to 30 Players with First Name, Last Name and Nick Name (if any). 
  • 2 contact name and number or email for the club. 
  • Copy of the Insurance Certificate. 
  • Signed copy of Constitution. 
 
Each member club must submit its roster of no more than 30 players to the league no later than such date (09/30/2019) agreed upon at the league meeting. Once submitted, no roster changes will be allowed. League offers 3 additional dates in which the roster can be updated which as below.

 A player must have played at least 25% of the league matches during the regular season with his current club, in order to be eligible to participate in any Playoff matches. Rain-out or forfeit matches shall count so long as such player is present at the ground at the time of match cancellation. (Player list need to be submitted to the umpire to consider the player availability). Each member club is responsible for its own insurance and is required by the league. 
 
Scorecards: 
 
Scoring in Cricclubs.com/fwcwl is mandatory for all the teams. If it is not done in the app, each team is responsible to update the scorecard no later than the Friday following the match. A failure to submit a scorecard by said deadline shall result in a 5-point penalty to that team, regardless of the outcome of the match in question. Trophy awards will be determined by scorecard data alone. Any dispute arising from any match shall be resolved by the board using scorecard evidence and the testimonial accounts of the relevant umpires.  
 
Grounds:  
 
The hosting club is responsible for providing a venue for the entire duration of the match. A failure to provide an adequate venue shall result in a forfeit by the hosting club. This includes the Playoff Matches too.  
 
Umpires will decide whether the ground or pitch is in an unplayable state. If they feel that ground or pitch can hurt the players, they can call off the match. For the unsafe pitch, the match will be awarded to the visiting team since it is home team’s responsibility to fix the pitch. But in the event of weather like continuous rain, points will be split between the Host and visiting teams. 
 
Trophies:  
 
At the conclusion of the season, the league shall recognize outstanding performances at a trophy presentation to be held at the next league meeting. 
 
Trophies for regular season include: 
 
  • Most runs scored by a batsman. 
  • Most wickets taken by a bowler. 
  • Most Stumpings and Catches by a Keeper/Fielder
  • Hundreds scored by a batsman in a match. 
  • Five wickets by a bowler in a match. 
  • Hat- tricks by a bowler in a match. 
  • Most Points by a team in the League Matches.
 
Trophies for the Finals include: 
 
  • Championship Trophy for the winning team in the finals. 
  • Runners Trophy for the losing team in the finals. 
  • Individual Trophy for the Winning Team players in the finals (15 Trophy). 
  • Individual Trophy for the Losing Team players in the finals (15 Trophy). 
  • Best Batsmen in the Finals. (Can be from any Team). 
  • Best Bowler in the Finals. (Can be from any Team). 
  • Man of Match for the Finals. (From Winning Team). 
 
League Funds:  
 
The league shall issue a treasury report after the conclusion of the season, accounting for all funds used and held by the league. No league funds in excess of one hundred dollars shall be carried over from one season to the next. Surplus funds at the conclusion of the season shall be either dispersed equally back to each member club, or used for cricket related charity, as the board sees fit. 
 
LEAGUE DETAILS:  
 
Schedule, Start time and Forfeit:  
 
League Schedule will be prepared and communicated to all the clubs on or before Sep 25th 2019. 
All league matches shall play on Sundays/Saturdays starting at 10:30 AM and consisting of 35 overs.  
 
  1. If team couldn’t field 7 or more players, the match will be awarded to the other team, provided the other team has 7 or more players on the field. Both the team couldn’t field 7 or more players, no point will be awarded to both the teams. 
  2. In such an event where a team is not ready to start at 10:30 AM, 
 
  1. If the match starts between 10:30 AM – 10:45 AM, such team shall loose three overs from their batting. 
  2. If the match starts between 10:45 AM – 11:00 AM, such team shall loose six overs from their batting. 
  3. After 11:00 AM, a team which is not ready to take the field shall forfeit the match. The match will be awarded for the team which is present in the ground and 10 points will be deducted to the team which is absent. 
  4. No points will be awarded if both the teams are not ready to start the game after 11:00 AM. Both the teams will lose 10 points.  
 
In the above said events a) & b), and the league umpire is present in the ground, he shall receive normal umpire fees.  If the league is notified in advance about forfeit (by Thursday 5:00 PM EST of the match week), the umpire fees will be waived. 
 
All the teams can avoid losing points if they can inform the league about their unavailability by Thursday 5:00 PM EST of the match week and it can be done only once by a team during the entire season.  
 
Any team which forfeits a match will lose 10 points and any team which forfeit three times will be taken out of the League and points will be awarded to the against team for rest of the season.
 
 Play Timings:
 
Toss: 10:15 AM 
 
During the toss, it is mandatory to provide the below mentioned items need to the umpire. Failure to do so can result in losing overs or even the game if these delay the start time.

First Innings: 
 
1 - 17 overs: 10:30 AM -11:55 AM 
Water Break: 11:55 AM - 12:05 PM 
18 - 35 overs: 12:05 PM - 1:35 PM 
Innings Break: 1:35 PM - 2:05 PM 
 
 
 
 
Second Innings: 
 
1 - 17 overs: 2:05 PM -3:30 PM 
Water Break: 3:30 PM - 3:40 PM 
18 - 35 overs: 3:40 PM - 5:10 PM 
 
The Team bowling should ensure that they bowl their quota within above mentioned time. It is captain’s responsibility in maintaining the time during bowling and batting. Else the umpires will deduct overs based on whoever causing the delay. 
 
If the umpire agreed to both the captains request of having two water breaks (due to the weather), the time taken for the extra water break will be deducted from the innings break. Maximum water breaks in an innings can be 2. 
 
Host Team need to book their home ground for the duration of 7.5 hours (10:00 AM - 5:30PM).
 Any ongoing game which is interrupted due to the ground booking, home team will lose the game and away team will be declared as winner. 
 
Host Team need to provide water for the visiting team.  Failure to do so will cost them the match.
Providing the food for the visiting team is not mandatory. It is just a courtesy.
 
Round Robin, Points and Playoffs:  
 
  • The winning team shall be awarded ten points. 
  • The top 8 teams will play the quarter finals where the four winning clubs will move on to the Semi-finals and winners of the semi-finals will move on to Finals. 
  • In the event of a points tie for a Quarter-finals and Semi-Finals, the club which defeated the other twice during the regular season shall be favored for the position. 
  • In the event of each club having defeated the other once during the regular season, net run rate of the league matches played between them will used to determine their rankings. 
 
Rained-out:  
 
The Points are split between the two teams under the following scenarios: 
 
  1. Rained previous day. Both outfield and pitch is in unplayable state. 
  2. Rained during the match and team batting second didn’t complete 15 overs. 
 
Umpires have the final say in deciding the unplayable state of the ground. If no league umpires present, both the captains can agree upon to call off the match. Scorecards need to be submitted for scenario 2 for considering these matches towards play off eligibility. 
 
  • Under Scenario 1, players will not be considered towards playoff eligibility. 
  • Under Scenario 1, if the league umpire is present in the venue along with both the teams, both the teams need to pay 30 dollars as umpire fee. 
  • Under Scenario 1, if the league umpire checks the venue by 8 AM of Match day and inform the league about unplayable condition with necessary proof, both the teams doesn’t need to come to the ground. But both the teams need to pay 10 dollars as the umpire fees (New Rule for this Year)
  • Under Scenario 2, if the league umpire is present in the venue along with both the teams, both the teams need to pay 60 dollars as umpire fee. 
 
Rained during the match and If the team batting second has batted 15 or more overs, we will use Duckworth Lewis Method to calculate the Target Runs. Till D/L method is incorporated in the cricclubs scoring app, we will use the below mentioned site to calculate the target

Team A is team batted first. You need to enter the below mentioned items
 
Team A Runs: 225 for 8 Wickets
Team B Overs: 17.5 for 3 Wickets
Maximum Overs: 35 and Click Update. (Highlighted Red needs to be typed in)
 

 
The Target will be shown as 101 Runs. If the team B scored 100 at that point they lose the match. If they team b scores 101 runs or above, they won the match.


If the team batting first had a penalty of 2 overs, you still need to enter 35 overs as maximum overs. If team batting second is penalized 3 overs, then the maximum overs would be 32 overs. If both the team are penalized 3 overs, then maximum overs need to be 32 overs. In short, always enter the overs allotted for the team batting second before the rain.
 
 
Schedule and Venue Changes:  
 
No matches shall be rescheduled for any reason. 
The two captains, if in agreement, reserve the right to change venue from the otherwise scheduled venue.  In so doing, the board must be notified prior to the start of the match. 
 
Wicket:  
 
Matches shall be conducted on only cricket matting or garden mat (league approved) or astro turf (concrete pitch with Outdoor mat fixed on it) according to the standard MCC Laws of Cricket except as altered by this constitution. Umpires can call off the game if the pitch is unsafe for play. 
 
Rules and Regulations:  
 
Umpires decision is final. Abusing league umpires is strictly prohibited. Failure to comply will result in banning of the player/ team. Umpires has right to evict a player during the match for any misbehavior. 
Any player who misbehaves or shows a violent gesture towards umpire or league officials will be banned from the league immediately. The ban will be imposed once the disciplinary committee investigates the issue.  League matches shall be played using a league ball. Failure to bring a league ball will result in a forfeit of the match. 
 
There is 30-yard fielding restriction. First 7 over of each team batting will be power play with 2 fielders outside the 30-yard circle. Remainder 28 overs, 5 fielders are allowed to field outside the 30-yard circle.  Free hit is available only for the front foots no ball. 
 
Players must be in whites, not colored uniforms (collared shirt is preferable but not mandatory). Players must wear predominantly white shoes (above 40%). Pure color shoes are not allowed
 
Any complaints during the match need to be brought to the umpire's attention. Umpire would try to sort out the issue by discussing with team captains. If the captain is not able to control his players, the umpire has the right to stop the match and award the points to Opposition team. If both teams are involved in issues and their captains are unable to sort the issues, the umpire has the right to stop the match and no points will be awarded to both the teams. 
 
Verification of registered player needs to done during the day of the match. Match results will not be overturned due to unregistered player issue on any occasion. 
 
  • If one of the team captain suspicious about the identity and the registration of the player, he need to reach out the umpire. 
  • Umpire will reach out to the other team captain and request the suspected player to show his ID. 
  • If the suspected players don’t have any valid ID at the time of the game, he will not be allowed to play the match 
  • If suspected player ID name don't match with the name in the Master Roster, he will not be allowed to play the match. 
 
On such occasions where no umpire has been assigned by the league, or such umpire fails to arrive by 11:00 AM, the two captains shall, before the toss, agree on who shall serve as ruling umpire. The square leg umpire shall be any players agreed upon by the two captains prior to the start of play (including players). The league ruling umpire reserves the right to disapprove of any individual serving as square-leg umpire. If the fielding team wants to change the leg umpire due to the poor umpiring standards, the fielding team captain can request the main umpire for the change in leg umpire. Only when main umpire agrees, he will ask the batting team to change the leg umpire and batting team captain need to oblige his request. Failure to do so, Main umpire can award the game to the fielding team. 
 
If any fielding team player argues with leg umpire, main umpire will ban those fielding team players for that match after the first warning. 
 
The visiting team scorer has to be with Host team camp while scoring. Failure to do so, the visiting team score wouldn’t be considered if any dispute arrives between Host team scorer and Visiting Team Scorer. 
 
The above said scenario wouldn’t hold well if the host team doesn’t have a scorer during their batting. 
Umpire will communicate to scorer during the bowler change. 
 
Before the toss, each captain shall declare to the ruling umpire, in writing, their list of eleven players, plus any twelfth-man. In the event of players arriving late, the twelfth-man may start as a substitute fieldsman. If the declared eleven have not arrived by 11:00 AM, The twelfth man shall become part of the eleven. No player arriving after 11:00 AM is eligible to play. Late players arriving before 11:00 AM may take the field immediately after the over in progress upon their arrival. Under no circumstances shall the twelfth man bat, bowl, or keep wicket. In the event of a player arriving late or leaving the field and later returning to the field, he shall not be eligible to bowl or keep wicket until he has resumed fielding for at least as many overs as he was absent, counting any partial over as a full over(These rules becomes invalid due to addition of Super Subs) 
 
There shall be one water break taken at 17 overs. Any additional breaks or alteration of the timing of the break shall only occur with the consent of the two captains and the ruling umpire prior to the start of the match. When in agreement with the fielding captain, the two batsmen, and the ruling umpire may choose to disregard an otherwise scheduled water break. 
 
No Ball Rules:
 
  • Any ball bouncing over head-height and out of reach of the batsman is considered to be a wide-ball. 
  • Any ball bouncing over shoulder height and not over head-height, is not a wide-ball, shall be a no-ball if it is bowled more than once in an over.  Only One bouncer is allowed per over. 
  • A fast short-pitched no-ball delivery, which in the opinion of the umpire, was deliberately bowled by the bowler, shall on the first occasion be given a first and final warning. On the next such occasion of bowling a deliberate fast short-pitched no-ball bouncer in the same over, the ruling umpire shall take off such bowler and require the captain of the fielding side to replace him with another bowler. The removed bowler shall not be allowed to bowl for the remainder of the innings.  (2nd Short ball with no ball call – First warning, 3Rd Short ball with no ball call – bowler will be taken off. All this has to happen in the same over.)
  • Any fast-paced delivery bowled full and above waist height, shall be considered a no-ball. Any full-toss bowled above shoulder height, regardless of its pace shall be considered a no-ball. In the event of bowling such full toss deliveries, which in the opinion of the umpire are deliberate, the same procedure of warning and removal shall apply except the second full toss no ball can be in any over. (First warning carries over throughout the entire innings)
  • The above provisions regarding no-ball bouncers and full-toss deliveries apply regardless of whether or not the batsman plays the ball, and any runs resulting from such a No-Ball shall be scored to the batsman along with the No-Ball extra. For the purposes of judging bouncers and full-toss deliveries, the square leg umpire may indicate to the ruling umpire by signaling to him as to what he saw. However, the ruling umpire shall make the final decision. 
  • Any ball bowled down the leg side of the batsman in his guard position shall be considered a wide-ball. 
 
Whenever the start of a match is delayed due to weather, but is able to commence prior to 12:00 PM, the number of overs shall be reduced by two overs every ten minutes of delay after 10:30 AM. But under no circumstances shall the number of overs be reduced to less than 25 overs.  Bad Weather includes Severe Rain and Lightning too. Umpire has the final call over the bad weather.
 
In the event of bad light occurring after the completion of the 15th over of the side batting second, DL method will be used to determine the result. 
 
Under no circumstances are the numbers of over to be reduced from either side due to delay, weather, or otherwise after the start of the match. 
 
If a team drops out in the middle of the season, points will be awarded to the against team for rest of the season.   
 

 Addendum

 
 
In the Event of Rain, umpires and playing team need to wait 30 mins from the rain start and umpires will check the pitch and ground. If the pitch or ground is not ready by that time, umpires will call of the match.  If the team batting second finished more than 15 overs, DL method is used to determine the winners.  If the team batting second didn’t finish 15 overs, then points will be shared. The Final Cutoff time for matches to be wrapped is 5:45 PM. In November and December, the sunset is around 5:33PM – 5:46 PM. Umpires can decide the wrap up time based on the day lights during that time. Covering the pitch during the rain is not mandatory.
 
For playoff games, the team batting second didn’t finish 15 overs
 
  • For Quarter-finals and Semi-Finals, the club which defeated the other twice during the regular season shall be favored for the position. 
  • In the event of each club having defeated the other once during the regular season, net run rate of the league matches played between them will used to determine the winner. 
  • Finals will have reserve day. If the match is interrupted by weather and team batting second didn’t finish 15 overs, Finals will be played again on the reserve day as new match.  However, committee will try its level best to finish the match.
  • If the same issue repeats on the reserve day, then both the teams will share the trophy.

Play Offs Schedule Date and Venue Conflict will be resolved by FWCWL management committee.
 
Currently Quarter-Finals are scheduled on Apr 4th/5th 2020.
 
Semi-Finals are scheduled on Apr 11th/12th 2020.
 
Finals to on April 19th 2020.
 
April 26th 2020 is the reserve day.
 
 
 
Super Subs:
 
Teams can use one super subs. But the super subs should be in the field before 11:00 AM. Super sub can either bat or bowl and wicket keep.  They can do only one. Super subs need to be declared at the beginning of the match. If one of the playing eleven doesn’t come by 11:00 AM, the super sub will automatically become playing eleven. Umpires need to be informed about the late arrival of super subs so that they can track if he is in before the allotted time. Super subs are not mandated to stay the whole match.
 
The player who super sub has replaced during the bowling session, shouldn’t have bowled or kept during that session. If the Super sub is not used during the first session (Super sub didn’t bat or bowl and Keep), He can be used as super sub in the next session.
 
 
 
 
 
 
 
Bonus Points:
 
Bonus points will be awarded to the teams on the below mentioned:
 
 You can apply either a-c conditions or d-f conditions.
 
  1. If the batting team got all out, the bowling team will get following bonus points:
    1. All out between 25 -  30 overs:  1 point
    2. All out between 20 -  25 overs:  3 points
    3. All out before or end of  20 overs:  5 points
    4. Victory Margin of 50 Runs : 1 point
    5. Victory Margin of  51 – 100 Runs : 3 points
    6. Victory Margin over 100 Runs : 5 points
 
  1. If the batting team chase the target, the bowling team will get following bonus points:
    1. chase the target between 25 -  30 overs:  1 point
    2. chase the target between 20 -  25 overs:  3 points
    3. chase the target before or end of 5 overs:  5 points
    4. chase the target with 5 wickets in hands  : 1 point
    5. chase the target with 6/7 wickets in hands  : 3 points
    6. chase the target with 8 or more wickets in hands  : 5 points
 
Umpires:
 
Late fee of 10USD (5 dollars from each team) is imposed on umpire if he is not on the field for Toss at 10:15 AM in the pitch.
 
If he arrives between 10:30 AM - 11:00 AM, 20 USD will be deducted from the fees (10 USD from each team).
 
Umpires can penalize the team which doesn’t get back to the field after the breaks by 5 runs and will timed out the batsman if he doesn’t be in position to take guard or for his partner to be ready to receive the next ball within three minutes.
 
Batting team players can provide water to the batsman in between the overs. But they should be in and out of the field before the bowler ready to bowl. If the umpires find them delaying the match, the batting team will be penalized 5 runs.
 
If the umpires are deviating from rules set in constitution, only the captains can intervene during the match to let the umpire know about the issue.
 
 
 
 
Dress:
 
Players will be not allowed to play if they don’t wear White dress and White shoe (40% or more white).
 
Batsman will be not allowed to play in color pads. Strictly white pads. He will be timed out if he tries to change them after entering into the field with color pads.
 
Umpires will be lenient about this rule till Oct 19th/20th Weekend matches. From Oct 19th/20th Weekend, the above rules will be strictly enforced.
 
Ball Replacement:
 
Since we are moving to Newbery balls this year, we are allowing to use old used CA balls as replacement ball till December 2019. From Jan 2020, it has to be used Newbery balls. So please hold on to your used match balls. New teams like Legends, Swadesh and Spartans, Other teams can provide those balls till end of October. Bowling Team is responsible to provide the replacement balls whenever the match balls are lost during the game.
